ADA News: Report from the Trustee to the Tenth District

2004 Proposed ADA Budget
The largest agenda item for the ADA Board of Trustees (BOT) during its June meeting has always been preparing a budget for the House of Delegates. The budget process has continued improving every year under the direction of ADA Treasurer, Dr. Mark Feldman,
and ADA Chief Financial Officer Bill Zimmerman. Even with the improved process, the annual budget measures more than three inches thick without a binder. That is a lot of reading.

The proposed budget for the year 2004 will keep the dues at $435 plus the special assessment of $30 to renovate the Association-occupied space at the Chicago office. The special assessment will end after the 2006 dues. Therefore, there is no change in the proposed dues for 2004 in the budget that the BOT will submit to the House of Delegates. The proposed budget includes approximately 30 new programs. Among them are the following:

´ The ADA and the Northwestern University Kellogg School of Business will develop a Management Institute for Dentists. The Advanced Management Education Program will have an annual class size of 40 dentists.

´ The ADA Congressional Fellowship Program is to be restored. This is a one-year program to allow a dentist to work on the staff of a member of Congress or a Congressional Committee. This program has developed some excellent representatives for dentistry.

´ A continuing education and lifelong learning survey will be created to help the ADA develop the continuing education resources the membership wants most. Continuing education has ranked very high on recent ADA membership surveys.

´ ADA would facilitate two regional meetings on the issue of access to dental care, to be developed with the cooperation of H R S A (HRSA). These would be designed for executive directors or their appointees from constituent societies and the appropriate state policymakers.

´ The Association would create two public service announcements in which Surgeon General Richard Carmona would appear discussing oral health care.

´ The Association would create an evidence-based dentistry membership survey, a two-day workshop at the ADA headquarters on evidence-based dentistry and a symposium including the ADA, the American Dental Education Association and the American Association of Dental Research to develop a model for evidence-based dentistry training and continuing education.


International Dental Education Standards
The BOT developed three resolutions supporting and encouraging the Commission on Dental Accreditation in regard to promoting international dental education standards and the premise that they should be the accrediting body of dentistry in the USA. The BOT also recommends that a collaborative discussion group be created to discuss the issues surrounding international accreditation of dental education. The discussion group would be made up of three members appointed by the ADA president and three members appointed by the chair of the Commission on Dental Accreditation.


Diagnostic Codes
The American National Standards Institute (ANSI) is an organization proceeding with work on electronic health care transactions independent of HIPAA. The Accreditation Standards Committee X12 (ASC X12), a committee of ANSI, has prepared a draft implementation guide for a possible future version of the electronic dental claim transaction that includes a diagnosis code data element. They recommend that the International Classification of Diseases (ICD-9) coding system be the standard for reporting diagnoses. The ICD-9 diagnostic coding system is a poor choice for dentistry.

The BOT has recommended that the ADA actively promote the Systemized Nomenclature of Dentistry (SNODENT) as the preferred diagnostic coding system for dentistry. SNODENT was developed in 1999 with direction from the Council of Dental Benefit Programs. SNODENT will now be made available to interested parties through the Department of Salable Materials in a manner similar to that used to disseminate the ADA Code on Dental Procedures and Nomenclature. Currently it is only available in CD format.

ADA Institute for Diversity in Leadership The first class of eight members has been selected for the ADA Institute for Diversity in Leadership. It is not too early to consider applying for next year. The applicants must have been out of dental school at least five years.

The Tripartite Core Values could become a framework for use in tripartite planning, organizational self-assessment and ongoing learning. Michelle Quade, Minneapolis, and Larry Carl, Iowa, were part of the Executive Idea Team to draft the Tripartite Core Values.
