Summary of Actions of the 2012 MDA House of Delegates

2012 Adopted Resolutions 
 
The Minnesota Dental Association’s House of Delegates meeting, held September 21-22 at the Hilton Airport Hotel in Bloomington, adopted the following resolutions:
 
Sales Tax Exemption for Non-Profit Community Clinics Seeing Government Assistance Patients Only: Directed the MDA to support legislation by the State of Minnesota to make non-profit community dental clinics that service only state assisted patients exempt from sales tax imposed on them for purchasing supplies used to produce the dental services to their patient population and to educate legislators on the importance of any financial help to these clinics.
 
Ownership of Dental Practices: Directed the MDA to study the North Carolina legislative experience related to DMSO arrangements, educate the broader community about DMSOs, and work  with the American Dental Association and other interested parties to develop a glossary of terms describing the different models of dental practice, especially regarding financial and clinical  decision-making. 
 
Restoration of Coverage for Ancillary Prosthetic Services for Medicaid and Minnesota Care Patients: Directed the MDA to actively work with the legislature of the State of Minnesota  on restoration of coverage for ancillary prosthetic services including reline and repairs for Medicaid and Minnesota Care patients. 
 
Licensed Dental Assistants to Place Subgingival Impression Cords: This 2011 resolution was amended to read: Resolved, that the MDA work with the Board of Dentistry to allow licensed allied dental personnel, with proper training, to place subgingival retraction cords and/or retraction material for patients under direct supervision of the dentist. 
 
Term Limits for Elected Officials: Directed the MDA Constitution and Bylaws be amended by adding the following to Chapter VI — Elective Officers: Any interim term greater than one-half of a  full term for the Treasurer, District Trustee, or Speaker of the House will count as a full term toward any ascribed term limitations. Also, to Chapter V — Board of Trustees: the term “District”  was added to Section 3. 
 
Standard Code of Parliamentary Procedure: Directed the MDA  to adopt the ADA Member Code of Conduct and add as an addendum to the MDA Principles of Ethics. 
 
MDA Bylaws to Address the Removal of Individuals Holding an Elective Office: Directed the MDA Constitution and Bylaws be amended to allow the MDA the right to remove any individual from  elective office for a valid cause by a two-thirds vote of the House of Delegates or Board of Trustees and in accordance with the Parliamentary authority. 
 
Workforce Distribution Problem in Dentistry: Directed the MDA to promote policies and new programs for dental students or new dentists within the School of Dentistry and the State of  Minnesota to help in addressing the state’s maldistribution of dentists.
 
Insurance Premiums and Deductibles: Directed the MDA and the Insurance and Affinity Products Committee to seek a reasonably priced health insurance plan, with lower premiums and  deductibles, while still maintaining a high quality of coverage, and/or think creatively about how to keep medical insurance costs low for the membership. 
 
Support for MnMOM from Our Members and MDA: Directed the MDA to accept $40,000 of budgeted staff time from MDF for the 2012 Minnesota Mission of Mercy event. In the future, payment  from the MDF to the MDA for MOM events will be determined based on MDA staff trackable hours for the event. 
 
Election of Officers 
 
The official election of officers, delegates, and special appointees was also conducted during the annual meeting. 
 
Dr. Neal Benjamin, Dr. Loren Taple, and Dr. Steven Sperling were elected to be recommended to the Governor for appointment to the Minnesota Board of Dentistry.
 
Dr. Patrick Foy, Dr. Travis Schmitt, and Dr. Mark Jurkovich were elected as Alternate Delegates to the ADA House of Delegates for 2012. 
 
Dr. Patrick Foy, Dr. Howard Taylor, and Dr. Pete Cannon were elected to three-year terms as delegates to the American Dental Association House of Delegates effective with the 2013  ADA Annual Session.
 
Dr. Amber Cziok, Dr. Donna Stenberg, and Dr. Travis Schmitt were elected to one-year terms as alternate delegates to the American Dental Association 2013 Annual Session.
 
Kirby Johnson was elected as Trustee from the Student District, beginning April 2013.
 
Dr. Stephen McDonnell was elected as Trustee from the Saint Paul District, to fill the expiring second term of Dr. Donna Stenberg
 
Dr. Maureen Sorensen was elected as Trustee from the Southern District, to fill the expiring first term of Dr. Ed McNiece.
 
Dr. Alejandro Aguirre was elected for a second term as Trustee from the Minneapolis District.
 
New MDA officers and trustees were elected and installed, including: Dr. Mike Flynn as president, Dr. Mike Perpich as president-elect, Dr. Dan Rose as first vice-president, Dr. Pete Cannon as  second vice-president. All elected officers and trustees were installed by Immediate Past President Tim Flor
 
Awards and Recognitions

The House of Delegates is a traditional time to provide recognition to those whose terms have expired or who have served the Association and the profession in a special way during the  previous year.
 
Dr. Jack Churchill was presented with the President’s Award by Dr. Michael Zakula for his years of service and dedication to the MDA, including 11 years as chair of the Constitution, Bylaws  and Ethics Committee where he authored an inspiring column in Northwest Dentistry for many years. 
 
Dr. Adam Swingdorf was announced as having received a certificate of appreciation at the School of Dentistry Honor’s Day in May for his service as Trustee from the Student District. 
 
Dr. Donna Stenberg was presented with a certificate of appreciation for her five years of service to the MDA as the Saint Paul District Trustee. 
 
Dr. Ed McNiece was presented with a certificate of appreciation for his six years of service to the MDA as the Southern District Trustee. 
 
Dr. Michael Zakula was presented with the Past President’s Award from the ADA, a certificate of appreciation from the MDA, and the MDA Past President’s pin. 
 
Senator John Carlson was presented with the MDA Legislator of the Year Award for his ongoing support, especially his integral role as chief author for the Minnesota Mission of Mercy Guest  License Bill. 
 
The next House of Delegates meeting has been set for September 19-21, 2013 and will be held in Bemidji.
