Summary of Actions of the 2013 MDA House of Delegates

2013 Adopted Resolutions
The Minnesota Dental Association’s 2013 House of Delegates meeting, held September 20-21 at the Hampton Inn & Suites in Bemidji, adopted the following resolutions: 
 
MDA studying options and specifics on filing a class action lawsuit against DHS and the State of Minnesota:
Directed the MDA to put together a study of the options of what the Minnesota Dental Association and member dentists can do in relation to Rule 101 and report to the  membership in six months and to provide the tools and resources for how to best respond to any state action in a timely manner. Those tools and resources should be presented  to the membership immediately after their approval by the Board of Trustees.
 
MDA studying plans and goals of the MDH to improve the oral health of Minnesota citizens:
Directed the MDA to report its activities in relation to the MN Oral Health Coalition to the membership by the end of 2013 through News and Views and Northwest Dentistry and to  update the membership of any future activities in a timely manner.
 
Changing the method of appointing board members to the Minnesota Board of Dentistry:
Directed the MDA to provide each member district the opportunity to submit a list of prospective candidates for the governor to choose from when a candidate is needed for the  Board of Dentistry. 
 
MDA advising the Department of Health to update its regulations for Health Professional Shortage Areas:
Directed the MDA to strongly advise the Minnesota Department of Health’s Office of Primary and Rural Health to urge the Federal HRSA program to update regulations for Health  Professional Shortage Area (HPSA) criteria and to cooperate to provide the necessary standard of care guidelines and data. The MDA will also strongly advise the ADA to become  involved with proposing changes in dental HPSA designation criteria and selection at the federal government level. 
 
Updating the Bylaws:
Directed the MDA to update the Bylaws by adopting recommended changes as indicated in the text of the resolution. 
 
MDA prohibiting the chairing of state committees by sitting members of the Board of Trustees:
Directed the MDA’s President to attempt to fill state committee chair positions with non-sitting members of the Board of Trustees.
 
CE credits for SSC Members:
Directed the MDA to recommend to the Minnesota State Board of Dentistry that the Board grant 10 fundamental credits to a Scientific Session Committee (SSC) member for each  year they are an active SSC member. 
 
Charitable deduction for seeing patients on MA:
Directed the MDA Board of Trustees to appoint a task force to study the legal, legislative and tax code ramifications of implementing the suggested recommendations of receiving a  charitable deduction for pro-bono dental services for MA patients and report back to the 2014 House of Delegates.
 
Election of Officers
The official election of officers, delegates and special appointees was also conducted during the annual meeting.
Dr. Steven Sperling and Dr. Loren Taple were elected to be recommended to the Governor for appointment to the Minnesota Board of Dentistry. 
 
Dr. Leon Assael, Dr. Donna Stenberg and Dr. Amber Cziok were elected as Alternate Delegates to the ADA House of Delegates for 2014.
 
Dr. Travis Schmitt, Dr. Mike Perpich and Dr. Mike Flynn were elected to three-year terms as delegates to the American Dental Association House of Delegates effective with the 2014 ADA Annual Session.
 
Stephanie Zastrow was elected as Trustee from the Student District, beginning April 2014.
 
Dr. Matt Vaillant was elected for a second term as Trustee from the Southeastern District.
 
Dr. John Lueth was elected for a second term as Trustee from the Northwestern District.
 
Dr. Mike Miskovich was elected to continue serving the term of Trustee from the Northeastern District.
 
New MDA officers and trustees were elected and installed, including: Dr. Mike Perpich as president, Dr. Dan Rose as president-elect, Dr. Pete Cannon as first vice-president, Dr.  Kevin Dens as second vice-president and Dr. Travis Schmitt as Treasurer. All elected officers and trustees were installed by Past President Michael Zakula
 
Awards and Recognitions
The House of Delegates is a traditional time to provide recognition to those whose terms have expired or who have served the Association and the profession in a special way  during the previous year.
 
Dr. David Resch was presented with the President’s Award by Dr. Mike Flynn for his exemplary service to the Association at both state and district levels. 
 
Dr. Aaron Bumann was announced as having received a certificate of appreciation at the School of Dentistry Honor’s Day in May for his service as Trustee from the Student  District.
 
Dr. Mike Flynn was presented with the Past President’s Award from the ADA, a certificate of appreciation from the MDA, and the MDA Past President’s pin and copy of the  Northwest Dentistry articles during his presidency. 
 
Senator Reinert was announced as having been selected for the MDA Legislator Appreciation Certificate.
 
The next House of Delegates meeting has been set for September 12-13, 2014 and will be held in Bloomington.
